According to the Ohio Democrat, who spoke in favor of regulation alongside Senate Minority Whip Dick Durbin (D-Ill.) and Sen. Richard Blumenthal (D-Conn.), just one teaspoon of the powder contains as much caffeine as 28 cups of coffee.
