Week in Review

International

  • For the first time since it first met in 1996, the Arctic Council did not issue a joint declaration of goals due to the United States’ refusal to mention “climate change” or the Paris climate agreement in such a document, according to diplomats involved in the talks held between eight Arctic countries. The U.S. subsequently disputed that characterization of its participation.
  • In a first, the Justice Department said the United States seized a North Korean carrier ship moving heavy machinery and coal, a power source under U.S. and U.N. sanctions in the push to make the country end its nuclear weapons activities.
  • Iran will restart some nuclear activities, following the United States’ withdrawal from the international Iranian nuclear deal about a year ago and its subsequent reimposition of sanctions, according to an Iranian state-run news service.

Oil and gas

  • After Occidental Petroleum Corp. sweetened its bid for Anadarko Petroleum Corp., Anadarko said it has a definitive merger agreement with Occidental for the latter to acquire The Woodlands, Texas-based company. The deal is expected to close in the second half of this year.
  • Citing a lack of standing by key petitioner Otsego 2000, the U.S. Circuit Court of Appeals for the District of Columbia dismissed a petition for review of a May 2018 order issued by the Federal Energy Regulatory Commission that limits the agency’s analysis of emissions from natural gas projects.

Nuclear

  • Exelon Corp. will start a shutdown process for the Three Mile Island nuclear plant June 1 after the company determined it does not see “a path forward for policy changes” ahead of the fuel purchase deadline, according to Exelon Senior Vice President Kathleen Barrón.
  • Ahead of appearing at a rally in Washington for the Green New Deal tomorrow, Rep. Alexandria Ocasio-Cortez (D-N.Y.) said the resolution “leaves the door open on nuclear” so that a conversation about the energy source can take place.

Electric vehicles

  • General Motors Co. said it is in talks to sell its shuttered manufacturing plant in Lordstown, Ohio, to battery-electric truck maker Workhouse Group Inc. President Donald Trump celebrated the news ahead of GM’s announcement, tweeting that GM intended to invest $700 million elsewhere in the state.
  • The Alliance of Automobile Manufacturers trade group is lobbying the Colorado state government against the state adopting California’s zero-emission vehicle mandates, arguing in favor of voluntary guidelines.

Chemicals and substances

  • California said it will ban chlorpyrifos in six months to two years, citing evidence of serious health impacts in children caused by the pesticide.
  • Two internal memos show that senior Environmental Protection Agency officials disregarded dozens of EPA experts that pressed for a full ban on new uses of asbestos, choosing instead to allow potential approval of future uses of the carcinogenic substance, as the agency has permitted as of April.

  • Sens. Martha McSally (R-Ariz.) and Catherine Cortez Masto (D-N.M.) will provide opening remarks at an Energy and Natural Resources hearing on the Power Marketing Administrations on Wednesday at 3 p.m.
