Lindsey Graham (R-S.C.) and Richard Blumenthal (D-Conn.) are planning to release in coming weeks a bill that would make companies such as Google and Facebook Inc. open to civil lawsuits and state prosecution for child sexual abuse material posted on their platforms, according to two people with knowledge of the matter.
